After seeing the film, I think I have a theory about Rudy's character. I believe now that Filmation, always looking to save time, money and cut every corner they could, took Rudy and remade him to be like Reggie Mantle on their long-running Archie cartoons: Not evil, but often selfish, hoist on his own petard, a little better off than his pals, and in competition with the more popular leads. Both also have big guys they do not want to tick off (Moose and Fat Albert) and wiseacres who get them most times (Jughead and Russell).
